The term Inclusive University represents a strategic plan to realize a higher education institution that truly embodies inclusion in all its dimensions—academic, social, cultural, and structural. This plan envisions a university that ensures every individual, regardless of physical, social, economic, or linguistic background, can fully participate and thrive in academic and community life.
1. Conceptual Foundation
The Inclusive University Plan is rooted in the principle of social justice. It aims to establish a system where all students, lecturers, and staff have equitable access to learning, services, and opportunities. Inclusivity here means not only providing access but also ensuring participation, recognition, and success for everyone within the university ecosystem.
2. Core Components (1C + 5P)
The realization of an Inclusive University is guided by one conceptual foundation and five key pillars:
Inclusive Services – building responsive academic and non-academic support systems for diverse learners.
Inclusive Learning – developing flexible, technology-enhanced, and differentiated teaching practices.
Inclusive Research – encouraging studies that address diversity, equity, and inclusion in education and society.
Community Participation – engaging with communities to promote shared growth and social contribution.
Inclusive Culture & Attitudes – nurturing values of empathy, respect, and fairness across the institution.
3. Purpose and Vision
This plan’s vision is to transform universities into inclusive ecosystems that are accessible, equitable, and empowering. It aims to position the university as a leader in sustainable, human-centered education—where inclusion becomes both a policy and a lived culture.
4. Global Framework
The Inclusive University Plan aligns with Sustainable Development Goals (SDG 4 and SDG 10), emphasizing Quality Education and Reduced Inequalities. The implementation is monitored through inclusive indicators such as the UMIX Rank, which integrates these five pillars into institutional assessment and continuous improvement systems.
UMIX Rank: A Holistic, Integrated, and Sustainable Inclusive Index
Developed by the Education Center, Research Institute and Community Engagement, Universitas Negeri Malang, UMIX Rank provides a comprehensive framework for measuring inclusivity levels in cities and universities. Through a holistic and sustainable approach, UMIX Rank aims to build strong and resilient institutions that promote fairness, equality, and accessibility for all individuals.
UMIX Rank is built upon five main pillars:
Inclusive Services, which measure how far facilities, policies, and both public and academic services are accessible to everyone without discrimination.
Inclusive Learning, which assesses the quality of educational processes that allow every learner to grow according to their needs and potential.
Inclusive Research, which evaluates the contribution of research toward inclusive and sustainable development.
Inclusive Community Engagement, which examines the involvement of universities and cities in fostering inclusive societies.
Inclusive Culture and Attitudes, which capture the intangible aspects that form the foundation of true inclusivity.
UMIX Rank comes with several key features: About Me (background and objectives of the platform), Credit (acknowledgments to contributors), Guide Book (official manual for users), and Methodology (the framework and procedures used in measuring the Inclusivity Index). It also includes an international language feature to support global collaboration and accessibility.
